Files not able to be created in root directory inside PGP Virtual Disk

I'm running Symantec Encryption Desktop 10.3.2 MP2 on a Windows 2008 R2 Terminal Server. I had created a virtual disk for individual user and mounted it as a file directory. My users had been complaining that they are unabled to create and save files in the root folder itself, they are however able to do so if they have created a sub-folder inisde the virtual disk.

Any thoughts or advise on how to workaround this problem?
