Clone Prep Tool broken on 12.1.5?

Installed SEP 12.1.5 with AV only modules to a 64b Windows 7 virtual machine. When I go to run the client side clone prep tool I get a dialogue box "cleanupclone" that says the following:

Failed: Unable to Get Install path.

Please check if SEP was installed successfully

I checked, and set was installed and showing up in the manager.

I am thinking with all the new changes with 12.1.5, a new clone prep tool may be needed.
